ગુજરાતમાંથી શ્રી ઉમાશંકર જોશી; શ્રી એમ.ડી.ભટ્ટ અને પ્રા. ચીમનભાઈ શેઠ દિલ્હી
ગયા. ગુજરાતમાં પણ ૧૪મી નવેમ્બરે PUCLH રચના કરવા શ્રી ઉમાશંકર જોશીના
અધ્યક્ષસ્થાને કાર્યક્રમ થયો. ગુજરાતના જાણીતા રાજકીય અને બિનરાજકીય કાર્યકરો
૬૦ જેટલી સંખ્યામાં હાજર રહ્યા. શ્રી એમ. ડી. ભટ્ટ અને જનતંત્ર સમાજના
શ્રી દશરથભાઈ ઠાકરના કન્વીનરપદે ગુજરાતમાં એક એડહોક કમિટી રચવામાં
આવી, પાછળથી PUCL તરફથી શ્રી સી. કે. દફતરી, શ્રી એમ. સી. ચાગલા વગેરે
દ્વારા “જેલમુક્તિ અભિયાન' માટે બહાર પાડવામાં આવેલ નિવેદન ઉપર ગુજરાતના
Yoo જેટલા પ્રતિષ્ઠિત સમાજ્સેવીઓ અને આગેવાન નાગરિકોની સહીઓ લેવાની
ઝુંબેશ ચલાવવામાં આવી.
સત્યાગ્રહ પછીના સંઘર્ષના બીજા તબક્કામાં પ્રજાનું ઘડતર અને નિર્ભીક
વ્યવહાર - આ જ મુખ્ય કાર્યક્રમો હતા. આ કાર્યક્રમ માટે વધુમાં વધુ ખુલ્લેઆમ
મતપ્રદર્શન થાય એ જરૂરી હતું અને માટે જ લોકસંઘર્ષના વ્યાપક કાર્યક્રમો જુદી
જુદી રીતે પાર પાડવામાં આવ્યા. જેલમાંથી છૂટેલા નેતાઓમાં શ્રી પીલુ મોદીનું ઠેરઠેર
સ્વાગત થયું. આને કારણે ગોધરામાંથી સંઘના ત્રણ કાર્યકરોને મિસામાં જવું પડ્યું.
અનેક ઉપર ડી.આઈ.આર.ના કેસ થયા, છતાં આવા કાર્યક્રમો ઠેરઠેર યોજાયા. આખરે
પોલીસ થાકી. વધુ ને વધુ લોકો કાર્યક્રમોમાં ભાગ લેતા થયા.
જેલમાં બેઠેલાઓ પણ જનહિત માટે અવિરત લડતા જ રહ્યા. ૩૧મી ઓગસ્ટે
ગુજરાત સરકારના માજી પ્રધાનો સર્વશ્રી પોપટભાઈ વ્યાસ, કેશુભાઈ પટેલ,
મોતીભાઈ ચૌધરી, શ્રી ભાઈલાલભાઈ કોન્ટ્રાક્ટર તથા શંકરભાઈ વાઘેલાએ
રજ્યપાલશ્રીને એક આવેદનપત્ર મોકલી વધતા જતા ભાવો અને તેલ તેમ જ
વનસ્પતિ ઘીની અછત સામે તત્કાલ પગલાં લેવા માગણી કરી.
૪થી સપ્ટેમ્બરે જેલમાં રહેલા ધારાસભ્યોએ એક આવેદનપત્ર રાજ્યપાલને
મોકલી ગુજરાતમાં રાષ્ટ્રપતિ શાસન લંબાવવા સામે વિરોધ કર્યો અને તત્કાળ
પ્રજાકીય સરકારની રચના માટે આગ્રહ રાખ્યો. મિસાના અંચળા નીચે ગુજરાતનાં
ચાર કૉર્પોરેશનોને તોડવાના કોંગ્રેસીઓના પ્રયત્નો સામે રાજકોટના કૉર્પોરેટરોએ
વિરોધ કર્યો. શ્રીમતી હેમાબહેન આચાર્યના નેતૃત્વમાં રાજકોટના ૨૦ જેટલા
કૉર્પોરેટરોએ રાજ્યપાલશ્રીની મુલાકાત લઈ બિનલોકશાહી પદ્ધતિઓને રોકવાનો
