સમિતિની આવી મીટિંગો વારંવાર કરવાનું શક્ય ન હોવાથી આ કમિટીને બધા જ
નિર્ણયો કરવાની સત્તા આપવામાં આવી. આ ત્રણ સભ્યો સર્વ શ્રી રવીન્દ્ર વર્મા -
દત્તોપંતજી ઠેંગડી અને એસ. એમ. જોશી હતા. આમ, ગુજરાતની ધરતી પર આ

દરેક પ્રાંતમાંથી જનસંઘના બે ભૂગર્ભનેતા આવવાના હતા... ઉપરાંત અખિલ
ભારતીય ભૂગર્ભનેતાઓ તો ખરા જ. શ્રીમતી ગાંધીને નાકે દમ લાવી દેનાર ૭૦
જેટલા પ્રમુખ સંઘર્ષવીરો બે દિવસ ચાલેલી આ બેઠકમાં એકઠા થયા હતા. સરકારના
ફ્રૂરમાં ફૂર કાયદાઓની જરા પણ પરવા કર્યા વગર અંતિમ વિજય સુધી લડી લેવાના
ખમીરવાળા હજારો જનસંઘ-કાર્યકરોના તેઓ માર્ગદર્શક અને નેતા હતા. જોકે આ
મીટિંગની વ્યવસ્થા માટે કોઈ મુશ્કેલીઓ નહોતી, કારણ આ મીટિંગમાં ભાગ લેનાર
બધા જ છેલ્લા છ માસથી ભૂગર્ભબેઠકો કરીને ટેવાઈ ગયા હતા... આથી કયાં ક્યાં
ભયસ્થાનો હોય છે અને કેટલી કાળજી લેવાની હોય છે વગેરે અનેક વાતોથી એ
બધા સુપરિચિત હતા. જનસંઘની આ બેઠકમાં લો. સં. સમિતિના મંત્રી શ્રી રવીન્દ્ર
વર્મા પણ હાજર હતા. આમ એક જ સપ્તાહમાં ગુજરાતની ભૂમિ પર ૧૦૦ કરતાં
પણ વધારે ભૂગર્ભકાર્યકર્તાઓ એકત્ર થયા હતા.
આ ઉપરાંત દિલ્હીના માજી મેયર શ્રી કેદારનાથજી સાહની પણ અવાર-નવાર
ગુજરાતના પ્રવાસે આવતા. તેઓ મુખ્યત્વે Misal પકડાયેલ કાર્યકર્તાઓના
પરિવારોની આર્થિક વ્યવસ્થા સંભાળતા હતા. આ કામ માટે તેઓ દેશભરમાં સતત
ફરતા રહી યોગ્ય વ્યવસ્થા કરતા. શ્રી સાહની પણ ભૂગર્ભવાસ દરમિયાન જ વિદેશમાં
પહોંચી ગયા હતા.
આમ અનેકવિધ પ્રવૃત્તિઓ ગુજરાતમાં ચાલતી હતી. ગુજરાતમાં મોરચા
સરકાર હતી, છતાંયે સરકારને જરા પણ ગંધ ન આવે તેની કાળજી લેવામાં આવતી
હતી...આથી ગુજરાતને કારણે કોઈ પણ ભૂગર્ભનેતાને ક્યારેય મુશ્કેલીઓ આવી
