શ્રી વસંત ગજેન્દ્રગડકરના વિશેષ પ્રયત્નોથી આ કાર્યડમનું આયોજન થયું હતું.
આ પરિષદનું ઉદ્ઘાટન મુંબઈ હાઇકોર્ટના માજી ન્યાયમૂર્તિ શ્રી એમ. સી.
ચાગલાએ કર્યું હતું અને પ્રમુખસ્થાન સર્વોચ્ચ અદાલતના માજી મુખ્ય ન્યાયમૂર્તિ
શ્રી જે. સી. શાહે સંભાળ્યું હતું. આ સંમેલનને ન્યાયતંત્ર અને રાજકારણના સમર્થ
વિચારકો શ્રી વી. એમ. rgd, શ્રી મીનુ મસાણી, શ્રી એસ. એમ. જોશી અને
શ્રી મોહન ધારિવાનું માર્ગદર્શન મળ્યું હતું. દેશમાંથી ૪૦૦ જેટલા પ્રતિનિધિઓએ.
આ પરિષદમાં ભાગ લીધો હતો.
શ્રી ચાગલાએ પોતાના પ્રવચનમાં રાષ્ટ્ર પર આવી પડેલી આપત્તિ માટે દુઃખ
બક્ત કર્યું હતું અને સરકારની તાનાશાહી પર આકરા પ્રહારો કર્યા હતા. તેમના
પ્રવચનમાં તેમણે કહ્યું હતું કે “વિરોધપક્ષના કોઇ સભ્યો તરફથી કાવતરું નહોતું
થયું; પરંતુ ખરું કાવતરું તો વડાપ્રધાન તરફથી જ થયું હતું. હું ફરીવાર કહેવા માગું
છું કે વડાપ્રધાને વિરોધપક્ષના નેતાઓને જેલમાં ધકેલી દેવા માટે, અખબારો પર
AWA લાદવા માટે અને જનતાના મૂળભૂત અધિકારો ઝૂંટવી લેવા માટે જ આ
કાવતરું રચ્યું હતું.”
સત્યાગ્રહનું સમર્થન કરતાં તેમણે કહ્યું હતું કે “સત્યાગ્રહ એ કોઈ કાનૂનભંગ
નથી. સત્યાગ્રહ શબ્દનો સૂચિતાર્થ જ અહિંસા અને સત્ય થાય છે. દુનિયાના
ચજનૈતિક શબ્દકોશમાં મહાત્માજી આ શબ્દ લાવ્યા... પણ ગાંધીજીની વાત છોડી
દે તો પણ હજી હમણાં જ સુપ્રિમ કોર્ટે ઠરાવ્યું છે કે સત્યાગ્રહ સંપૂર્ણ રીતે કાયદેસર

કરીશ.” આ પરિષદમાં શ્રી સોલી સોરાબજી, શ્રી કે. ડી. દેસાઈ, શ્રી શાંતિલાલ શાહ
ભૅનેજિંગ ટ્રસ્ટી, “જન્મભૂમિ') તથા શ્રી વિષ્ણુભાઈ પંડ્યાએ કટોકટી અને
પ્રિસેન્સરશિપ વિરુદ્ધ ઠરાવો રજૂ કર્યા, જે સર્વાનુમતે પસાર કરવામાં આવ્યા.
શ્રી એમ. સી. ચાગલાના તેજસ્વી ભાષણે સરકારને એટલી ઉગ્ર બનાવી દીધી
કે તેમનું ભાષણ છાપવા માટે “સાધના' અને “ભૂમિપુત્ર' ઉપર કડક સેન્સરશિપના
અને અંક-જપ્તીના આદેશ ટપકી પડ્યા.
