આ વિશાળ સરઘસ કાંકરિયા ફૂટબોલ મેદાન પર પહોંચી સભાના રૂપમાં
ફેરવાઈ ગયું હતું. પચાસસાઠ હજારથી પણ વધારે માનવમેદનીને જનતા સરકારના
નેતા શ્રી બાબુભાઈ જશભાઈ પટેલે સવા કલાક સુધી સંબોધન કર્યું હતું. પોતાના
પ્રવચનમાં શ્રી બાબુભાઈએ નિર્ભયતાથી કટોકટી પર આકરા પ્રહાર કરી શ્રીમતી
ગાંધીનો ઉપહાસ કરવામાં કશું બાકી રાખ્યું નહોતું. આનાથી “મોરારજી જેલમાં અને
બાબુભાઈ મહેલમાં'નાં સૂત્રો બોલતી જનતાને પોતાના નેતાની નિર્ભયતાનાં પ્રત્યક્ષ
દર્શન થયાં અને સંઘર્ષકાળમાં પણ નેતૃત્વ આપવાની તેમની નિર્ભયતા અને શક્તિ
જોઈ પ્રજા આપોઆપ જ ચેતનવંતી બની.
આ વિશાળ સભામાં શ્રી બાબુભાઈએ હાજર રહેલી જનમેદનીને સંકલ્પ
કરવાની અપીલ કરતાં પોતાના પ્રવચન દરમ્યાન જ એક લેખિત સંકલ્પપત્ર વાંચી,
જનમેદનીને ઊભી કરી તે પત્રનું પુનરુચ્ચારણ કર્યું. સંકલ્યપત્રમાં સ્પષ્ટ ઘોષણા
કરવામાં આવી હતી : “આજની આ જનતારેલીમાં ભાગ લઈ રહેલા અમે ભારતના
લોકશાહી પ્રજાસત્તાકના નાગરિકો, ભારતના રાષ્ટ્રપતિશ્રી સમક્ષ આગ્રહભરી માગણી
કરીએ છીએ કે દેશમાંથી કટોકટીની પરિસ્થિતિ તાકીદે ઉઠાવી લેવામાં આવે, અમારા
મૂળભૂત અધિકારો પાછા આપવામાં આવે, દેશમાં લોકશાહીની પુનઃસ્થાપના કરવામાં
આવે. આ માગણીનો સ્વીકાર થાય તે માટે શાંતિમય, બંધારણીય અને લોકશાહી
માર્ગે તમામ પુરુષાર્થ કરવાનો અમે સંકલ્પ કરીએ છીએ.”
આ દિવસે અમદાવાદની જેમ જ ગુજરાતના દરેક જિલ્લાના વડા મથકે મોરચા
સરકારના એકેએક મંત્રી અને લોકસંઘર્ષ સમિતિના એકેએક કાર્યકરે વિશાળ
સભાઓને સંબોધન કર્યું હતું. ખેડામાં શ્રી શંકરભાઈ વાઘેલા અને શ્રી હરીશ પટેલ,
