चर्चाओं के आयोजन किए जाने लगे।
प्रत्येक संसदीय क्षेत्र के बारे में विस्तृत आयोजन किया जाना था। इस बारे
में संघ के पाँच प्रमुख भूमिगत नेताओं ने अक्तूबर के तीसरे और चौथे सप्ताह के
दौरान लगभग नब्बे भूमिगत बैठकों में लगभग तीन हजार कार्यकर्ताओं से मिलकर
चुनावी संभावनाओं के बारे में विचार-विमर्श किया। संघ के अखिल भारतीय
व्यवस्था प्रमुख तथा भूमिगत नेता श्री मोरोपंतजी firs इस प्रयोजन से गुजरात के
दौरे पर आए थे। अलग-अलग तीन स्थानों पर एक या दो दिनों तक चली बैठकों
में गुजरात के संसदीय क्षेत्रों के बारे में विचार-विमर्श करने के लिए करीब एक सौ
पचास कार्यकर्ता पिंगव्ठेजी से मिले। सरकार द्वारा लगाई गई सारी बंदिशों के रहते
हुए भी चुनाव जीतने के लिए क्या-क्या किया जा सकता है, इस बारे में विस्तृत
चर्चा की गई।
संघ के कार्यकर्ताओं को चुनावों के लिए काम करने का कोई अनुभव भी
नहीं था, अतः उनके लिए प्रशिक्षण की व्यवस्था, संभावित उम्मीदवार, कांग्रेस के
संभावित उम्मीदवार, कांग्रेसी उम्मीदवारों के प्रति कांग्रेस के आंतरिक गुटों का
रवैया, चुनावों में विचारशील युवाओं तथा मातृ-शक्ति के अधिक-से-अधिक
उपयोग की संभावनाओं, चुनावों के समय वाहनों की आवश्यकता, चुनाव निधि
की व्यवस्था (क्योंकि उन दिनों में कहीं से भी आर्थिक सहयोग मिल पाना बड़ा
मुश्किल लग रहा था), सेंसरशिप जारी रहने की स्थिति में अधिक-से-अधिक
भूमिगत पत्रिकाओं की व्यवस्था करना, विभिन्न जिलों से प्रकाशित होनेवाले छोटे-
छोटे अखबारों से सहायता हेतु संपर्क करना, समाज के प्रतिष्ठित व्यक्तियों व
संस्थाओं से संपर्क इत्यादि अनेक विषयों पर विस्तृत चर्चा की गई। हर व्यक्ति को
निश्चित कार्य की जिम्मेदारी दी गई । हर संसदीय क्षेत्र के लिए एक-एक व्यक्ति को
प्रभारी बनाया गया। इतनी व्यवस्था तो नवंबर शुरू होने से पहले ही कर ली गई
थी। इस योजना में जेल से मुक्त होकर आनेवालों की तो गणना ही नहीं की गई थी।
उनके आने पर तो कार्यकर्ताओं की संख्या में बढ़ोतरी ही होनी थी। चुनावी
