इस समग्र भूमिगत आंदोलन के दौरान किसी भी योजना की सफलता का
आधार उन सूचनाओं की सत्यता पर था, जिन सूचनाओं के सहारे वह योजना बनाई
गई थी। संघ के विशाल और अनुशासित संगठन के कारण ही हर प्रकार की सच्ची
जानकारी केंद्र तक पहुँचती थी। उन जानकारियों के आधार पर योजनाएँ बनाई
जाती थीं। योजनाएँ बनाकर संघ के संगठन के माध्यम से ही संबद्ध व्यक्तियों तक
तत्संबंधित सूचनाएँ पहुँचा दी जाती थीं। इसी माध्यम से देश के कोने-कोने में फैले
स्वयंसेवकों तक केंद्रीय नेताओं के मार्गदर्शन भी पहुँचाए जाते थे। संघ का सूचना-
तंत्र सरकारी सूचना-तंत्र से अधिक दक्ष सिद्ध हुआ था।
सत्याग्रह के बाद से संघर्ष करनेवालों के आत्मविश्वास में वृद्धि हुई थी;
परंतु परिस्थितियों को ध्यान में रखते हुए केवल जेलों को भरने का कार्यक्रम ही
ध्येय सिद्ध करने के लिए पर्याप्त नहीं था। व्यापक जन-संघर्ष तथा नागरिकों में
निर्भीकता का अधिकाधिक प्रसार अत्यंत आवश्यक था। ऐसा हो सके, इसके लिए
हर जगह छोटे-छोटे गुटों में नागरिकों को एकत्र कर उनसे बातें करना, सच्चे
समाचारों से उन्हें अवगत करवाना, आशावादी चर्चाएँ करना इत्यादि तरीकों से
उनका मनोबल बढ़ाने के प्रयत्न किए जाते थे। संघर्ष के दौरान विनोबाजी का अपने
