कार्यकर्ताओं की नियमित रूप से बैठकें होती रहती थीं। इन बैठकों में कभी प्रांत
स्तरीय, कभी विभाग स्तरीय, कभी जिला स्तरीय तो कभी नगर स्तरीय या वार्ड
स्तरीय कार्यकर्ता शामिल होते थे। कई बैठकों में ' केंद्रीय लोक संघर्ष समिति' के
नेता भी उपस्थित रहा करते थे। इन बैठकों से संपर्क तथा सहचिंतन के साथ-साथ
नवचेतना तथा प्रोत्साहन का उद्देश्य भी सिद्ध होता था। इन बैठकों के दौरान
विशेष रूप से सतर्क रहना पड़ता था--न जाने किसका पीछा करते हुए पुलिस आ
जाए! बैठक में प्रतिभागियों की संख्या भी पंद्रह से बीस तक सीमित रखी जाती
थी। गुजरात सरकार के गिरने के बाद भी भूमिगत नेता व संघ के सरकार्यवाह श्री
माधवरावजी मुब्ठे दो बार गुजरात के दौरे पर आए। चार या पाँच दिनों की अपनी
इस यात्रा के दौरान उन्होंने विभिन्न स्थानों पर आयोजित बैठकों में लगभग एक सौ
पचास कार्यकर्ताओं से संपर्क किया। संघर्ष से संबद्ध कार्य-योजना के बारे में
खुलकर विचार-विमर्श हुआ। श्री वकील साहब तथा श्री मोरोपंतजी पिंगव्ठे के दौरे
तो अकसर ही होते थे।
इन अनुभवों के आधार पर कहा जा सकता है कि भूमिगत प्रवृत्ति के लिए
केवल साहस तथा सावधानी ही पर्याप्त नहीं है । इस प्रवृत्ति को चलाने के लिए बड़ी
संख्या में निडर साथी तथा चपल और समझदार परिवारों का सहयोग मिलना अति
आवश्यक है। एक कार्यकर्ता को भूमिगत रहने के लिए निडर तथा संघर्ष समर्थक
प्रकृति के कम-से-कम दस परिवारों की आवश्यकता होती है। यदि सौ कार्यकर्ता
भूमिगत हों तो उन्हें केवल रहने भर के लिए ही एक हजार परिवारों की जरूरत
होती है। प्रवृत्ति से जुड़े अन्य कार्यों के लिए भी सैकड़ों की संख्या में ऐसे परिवार
