मनुभाई पंचोली के हस्ताक्षरोंवाली ' आपातस्थिति तथा नागरिकों के कर्तव्य' नामक
पुस्तिका का वितरण भी किया गया।
गुजरात के वरिष्ठ सांसद श्री मावलंकर ने २६ जून से ही सार्वजनिक रूप से
अपना विरोध प्रदर्शन शुरू कर दिया था। देश में आपातस्थिति लागू किए जाने की
घोषणा के समय वे बंगलौर में थे। वहीं से उन्होंने आपातस्थिति के विरोध में अपना
एक वक्तव्य विभिन्न अखबारों को भेज दिया था, जो इस प्रकार था--

श्री उमाशंकर जोशी भी विरोध-अभियान में शामिल हो गए। संसद् के संदन में
उन्होंने आपातस्थिति के विरोध में एक अति संवेदनशील वक्तव्य दिया। उन्होंने ही
गुजरात में पी.यू.सी.एल. की रचना की। उनके संपादकत्व में प्रकाशित होनेवाली
पत्रिका 'संस्कृति' का आपातकाल के दौरान प्रकाशन होता रहा और पाठकों को
शब्दों की स्वतंत्रता के दर्शन होते रहे । श्री रामलाल परीख भी अपनी गिरफ्तारी तक
सक्रिय रहे थे।
वडोदरा के श्री जगदीश शाह ने अपने नाम के उल्लेख के साथ 'सर्वोदय
प्रेस सर्विस' नामक पत्रिका का प्रकाशन शुरू किया। इसका प्रचार-प्रसार अवश्य
सीमित था, किंतु उससे मिलनेवाले निडरतापूर्ण आचरण के प्रेरणादायी संदेश का
