विदेशों में विरोध
भारतीय लोकतंत्र की रक्षा के लिए विदेशों में भी कई प्रयत्न हो रहे थे।
विदेशों में हो रही इन प्रवृत्तियों से गुजरात का संबंध शुरू से ही रहा था। आपातकाल
का शुरुआती दौर अपेक्षाकृत कम जटिल था; इसके अलावा, विदेशों में रहते हुए
भी आपातस्थिति के खिलाफ चल रहे संघर्ष में अपना योगदान देनेवाले अनिवासी
भारतीय परिवारों में गुजराती परिवारों की संख्या विशेष थी। डॉ. स्वामी की विदेश-
यात्रा से वहाँ की संघर्ष प्रवृत्ति को और भी बल मिला था। इस आंदोलन से उठ रहा
विश्वव्यापी प्रभाव संघर्ष के लिए बहुत पूरक सिद्ध हो रहा था। गुजराती परिवारों के
सर्वाधिक योगदान को देखते हुए यह अति आवश्यक हो गया था कि गुजरात का
कोई प्रतिनिधि विदेश जाए और उनसे मिले। गुजरात सरकार के गिरने से पहले ही
इस बारे में योजना बना ली गई थी। श्री मकरंदभाई देसाई को गिरफ्तारी से बचते
हुए विदेश पहुँचना था। वह मोरचा सरकार के मंत्री रहने के अलावा जनसंघ के एक
अच्छे कार्यकर्ता भी थे । केंद्रीय नेताओं की ओर से उन्हें संदेश मिलते ही उन्होंने इस
आह्वान को स्वीकार कर लिया। आदेश यह था कि गुजरात सरकार के गिरने की
स्थिति में ही वे विदेश जाएँगे। जैसा कि सभी को अंदेशा था, सरकार के पतन की
स्थिति आ पहुँची थी। इस पूरे आयोजन की जानकारी गुजरात के कुछ गिने-चुने
कार्यकर्ताओं के साथ-साथ मकरंदभाई की पत्नी को भी थी। अत: सरकार के गिरते
ही तुरंत मकरंदभाई ने अपने घर टेलीफोन किया और केवल इतना कहा कि
