पी.वी.सी.एल. की ओर से श्री सी.के. दफ्तरी, श्री सी.एम. छागला इत्यादि द्वारा
“जेल-मुक्ति अभियान' के बारे में जारी किए गए निवेदन पर गुजरात के करीब पाँच
सौ प्रतिष्ठित समाज-सेवी एवं अग्रणी नागरिकों के हस्ताक्षर एकत्रित करने का
अभियान चलाया था।
सत्याग्रह के बाद संघर्ष के इस दूसरे दौर में प्रजा के प्रशिक्षण और उसमें
निर्भीक व्यवहार के प्रोत्साहन--इन दो बातों पर ही विशेष जोर दिया गया था। इन
मुददों पर अधिक-से-अधिक खुलकर मत-प्रदर्शन हो, यह आवश्यक था। इस हेतु
लोक संघर्ष के व्यापक कार्य को विभिन्न तरीकों से अमल में लाया गया । उदाहरणार्थ,
जेल से मुक्त हुए श्री पीलू मोदी का अनेक स्थानों पर स्वागत किया गया। गोधरा में
ऐसे ही एक स्वागत समारोह के कारण संघ के तीन कार्यकर्ताओं पर मीसा लगा
दिया गया था। कइयों पर डी.आई.आर. के मामले दर्ज किए गए, फिर भी ये
कार्यक्रम होते रहे। अंततः पुलिस थककर बैठ गई और अधिकाधिक लोग इन
कार्यक्रमों में हिस्सा लेने लगे।
जेलों में बंद कार्यकर्ता भी जनहित के लिए निरंतर संघर्ष करते रहे। ३१
अगस्त के दिन गुजरात सरकार के भूतपूर्व मंत्री सर्वश्री पोपटभाई व्यास, केशुभाई
पटेल, मोतीभाई चौधरी, भाईलाल भाई कॉप्ट्रेक्टर तथा शंकरभाई वाघेला ने महामहिम
राज्यपाल को एक आवेदन-पत्र भेजकर बढ़ती हुई महँगाई तथा तेल व वनस्पति घी
के अभाव की स्थिति से निपटने के लिए शीघ्र काररवाई करने की माँग की।
४ सितंबर को जेल में कैद विधायकों ने राज्यपाल को एक आवेदन-पत्र
भेजकर गुजरात में राष्ट्रपति शासन की अवधि बढ़ाने को लेकर अपना विरोध प्रकट
किया और शीघ्रातिशीघ्र जनतांत्रिक सरकार के गठन का आग्रह किया। मीसा की
आड़ लेकर गुजरात की चार महानगरपालिकाओं को भंग करने की कांग्रेसियों की
कुचेष्टाओं का राजकोट के कॉर्पेरेटरों ने विरोध किया। श्रीमती हेमा बहन आचार्य
के नेतृत्व में राजकोट के करीब बीस कॉर्पेरिटरों ने राज्यपाल महोदय से मिलकर
अलोकतांत्रिक तरीकों को रोकने के लिए उनसे अनुरोध किया। ९ दिसंबर को
“अहमदाबाद शहर जनसंघ' का एक विशाल सम्मेलन हेमा बहन आचार्य की देख-
