सुरक्षा व्यवस्था और भी कड़ी कर दी गई। सी.आई.डी. का दल आ पहुँचा। चारों
ओर भगदड़ मची हुई थी। कहीं वह पत्रिका किसी के पास दिखाई दे जाती तो
पूछताछ होती। पर बाहर से आए किसी दर्शनार्थी से भला क्या जानकारी मिलती!
पुलिस की भौंहें चढ़ जातीं, बड़ा अफसर छोटे पुलिसवाले को डाँटता और फिर
दोनों अपने-अपने हाथ मलते। मेले में ही योजना को मार्गदर्शन देने के लिए
छद्मवेश में उपस्थित भूमिगत कार्यकर्ता पुलिस की बेचारगी देखकर अपना मनोरंजन
किया करते थे।
संविधान संशोधन के विषय पर होनेवाले परिसंवादों पर सरकार की ओर से
अब तक कोई प्रतिबंध नहीं था। अत: गुजरात में जगह-जगह पर ऐसे परिसंवादों
का आयोजन किया गया। हालाँकि इस हेतु योग्य वक्ताओं का बड़ा अभाव था,
क्योंकि अच्छे वक्ताओं में से अधिकतर जेलों में बंद थे। जो बाहर थे, उनमें से कई

प्रवृत्ति से जुड़े नेताओं को खुलकर सामने न आने की हिदायत थी। अत: सर्वश्री
के.डी. देसाई, एच.एम. पटेल, उमाशंकर जोशी, मावलंकर, चंद्रकांत शाह जैसे
सीमित संख्या में उपलब्ध विद्वान् वक्ताओं की सहायता से कई परिसंवाद आयोजित
किए गए।
