सम्मेलन १६ जून को श्री बाबूभाई की अध्यक्षता में आयोजित हुआ। इसमें श्री
बाबूभाई ने स्पष्ट शब्दों में कहा था कि स्थानीय निकायों की किसी संस्था पर हमारे
शासन के होने या न होने का उतना महत्त्व नहीं है, सबसे अधिक महत्त्व तो इस बात
का है कि इन संस्थाओं में न्याय और नैतिकतापूर्ण आचरण का स्तर बना रहना
चाहिए और हमें इसी बात का खयाल रखना है।
आपातकाल की घोषणा की पहली वार्षिक तिथि २६ जून, १९७६ के दिन
अहमदाबाद में आयोजित ' गुजरात जनता मोरचा' के एक विशाल जन-सम्मेलन ने
आपातकाल के खिलाफ लड़ते रहने के अपने दृढ़ संकल्प का पुनः: एक बार
परिचय करवाया। इस सम्मेलन से उठनेवाली जन-चेतना की लहरें गुजरात को मौन
नहीं रहने देंगी, इस भय से प्रशासन सम्मेलन से पूर्व ही इसके आयोजन को रोकने
के लिए सक्रिय हो गया था। पुलिस की गाड़ियाँ गली-गली घूमकर सभाओं पर
लगे प्रतिबंध की लाउडस्पीकरों द्वारा घोषणा करने लगी थीं। अखबारों को सूचनाएँ
दे दी गई थीं कि वे सम्मेलन के बारे में कोई समाचार न छापें। शहर की गली-गली
में लगे सूचना-पट्टों के पास पहरेदारों को बैठा दिया गया था, ताकि कोई उन
सूचना-पट्टों पर कोई संदेश न लिख सके | बावजूद इन सारी कोशिशों के, गुजरात
के कोने-कोने से मर मिटने का प्रण ले चुके कार्यकर्ताओं के दल-के-दल अहमदाबाद
के सरदार कांग्रेस भवन के परिसर में आ पहुँचे थे। परिसर के बाहर मानो कोई
बहुत बड़ी जंग लड़नी हो, पुलिस का इतना भारी जमावड़ा लगा दिया गया था।
इस सम्मेलन में श्री कृपलानी, महिंदर कौर एवं हाल ही में जेल से मुक्त
हुए श्री अशोक मेहता भी आ पहुँचे | इनके अलावा सर्वश्री बाबूभाई पटेल, आर.के.
अमीन, मनुभाई पटेल तथा ब्रह्मकुमार भट्ट इत्यादि ने भी इस विशाल जन-
सम्मेलन को संबोधित किया था। सम्मेलन के बाद पूर्व मुख्यमंत्री श्री बाबूभाई के
नेतृत्व में जनता मोरचा के विधायक, सांसद तथा गुजरात मोरचा की प्रांतीय
कार्यकारिणी के सदस्य एक रैली के रूप में राजभवन की ओर निकल पड़े। उन्हें
बीच में ही रोक लिया गया। हजारों नागरिकों के जयघोष के बीच बासठ नेताओं
ने अपनी गिरफ्तारी दी।
इस कार्यक्रम की सफलता के समाचार भूमिगत संपर्क केंद्रों के माध्यम से
गाँव-गाँव तक पहुँच गए थे। इसके अलावा आपातकाल और तानाशाही के विरोध
