कार्यक्रमों में शामिल होने की अनुमति दी जाती थी, जबकि मंदा बहन को इतनी
छूट भी नहीं दी गई थी। राजनीतिक कैदियों को सुनवाई के लिए अदालत ले जाते
समय या अस्पताल ले जाते समय हथकड़ियाँ पहनाने को लेकर आएदिन संघर्ष
होते रहते थे। जेल अधिकारी हर बार हथकड़ियाँ पहनाने की जिद करते थे और
राजनीतिक कार्यकर्ता हर बार इस बात का विरोध करते तथा अपनी बात मनवाकर
रहते थे। हर जेल की यही स्थिति थी। 'सुरंग प्रकरण' में पकड़े गए और जिनपर
आगे चलकर मीसा लगा दिया गया था, उन सभी कैदियों को जेल के अन्य कैदियों
से अलग रखा जाता था। उनकी आपस में मुलाकात भी नहीं होने दी जाती थी। देश
की किसी भी जेल में वैसा नहीं किया गया था, जैसा निकृष्ट कार्य गुजरात की जेलों
में सरकार द्वारा किया गया। राष्ट्रीय स्वयंसेवक संघ के जितने भी कार्यकर्ता पकड़े
गए, उन सभी को अन्य राजनीतिक कार्यकर्ताओं से अलग रखा गया और उनपर
सख्ती भी विशेष रूप से की गई।
संघ के कार्यकर्ताओं का मनोबल तोड़ने का सरकार का यह हथकंडा भी
असफल रहा। गुजरात भर से दो चरणों में पकड़े गए पाँच सौ उनतीस राजनीतिक
कार्यकर्ताओं की (गिरफ्तारियों का विवरण 'परिशिष्ट-२' में दिया गया है) एक वर्ष
तक चली सामूहिक तपस्या का इतिहास ही अनोखा है | यहाँ पर उन दो शहीदों की
बात बताए बिना कदाचित् इस पुस्तक का प्रयोजन सिद्ध न हो सकेगा। वे शहीद
हैं-- श्री हरिवदनभाई भट्ट और श्री भेरूमल गेहाणी।
