जेलों में मीसा कैदियों को रखा गया था। इन गिरफ्तार कैदियों में से अधिकतर संघ,
जनसंघ, समाजवादी पक्ष व विद्यार्थी परिषद् के कार्यकर्ता थे। हालाँकि मोरचा
सरकार के किसी भी मंत्री को गिरफ्तार नहीं किया गया था। सरकार ने इनमें से कुछ
लोगों पर एक अलग तरकीब आजमाई थी। भूतपूर्व मुख्यमंत्री श्री बाबूभाई ज.
