लोक संघर्ष समिति ने अब अपने मंत्री के बारे में पुनर्विचार करना शुरू
किया। इस बार एक नई व्यवस्था सोची गई। इस व्यवस्था के अनुसार श्री दिग्विजय
नारायण सिंह को, चूँकि उनके नाम कोई वॉरंट नहीं था, बाहरी कार्यों के लिए
मंत्री बनाया गया तथा भूगर्भ आंदोलन के लिए विशेष मंत्री पद की जिम्मेदारी श्री
दत्तोपंतजी को सौंपी गई। आगे चलकर यह महसूस किया गया कि यह व्यवस्था
सर्वाधिक अनुकूल थी। सरकार का ध्यान अब केवल दिग्विजय नारायण सिंह की
ओरे केंद्रित था और उन्हें पकड़ने की कोई आवश्यकता सरकार को महसूस नहीं
हो रही थी। दूसरी ओर संघर्ष का सारा काम श्री दत्तोपंतजी सँभाले हुए थे। कुछ
दिनों बाद १३ मई को श्री जयप्रकाश ने संघर्ष समिति के पुनर्गठन की घोषणा
aii तदनुसार श्री एस.एम. जोशी को समिति के अध्यक्ष पद का तथा सर्वश्री
दत्तोपंत ठेंगड़ी, दिग्विजय नारायण सिंह एवं लोकनाथ जोशी को मंत्री पद का
कार्यभार सौंपा गया। संघर्ष के अंत तक इन सभी ने 'लोक संघर्ष समिति' का
नेतृत्व किया।
बंगलौर में भी गुजरात की गूँज
गुजरात में हितेंद्रभाई देसाई के नेतृत्व में एकजुट कांग्रेसी किसी भी कीमत
पर सरकार गिराने को तत्पर थे। 'अब गिरे, तब fit! के अनिश्चिततापूर्ण माहौल

जेल में 'मीसावास' कर रहे जनसंघ के अखिल भारतीय अध्यक्षू श्री एल.के.
आडवाणी का चुनाव कर केंद्र सरकार को और भी छेड़ दिया। बंगलौर के सत्ताधीशों
ने भी आडवाणीजी को उम्मीदवारी पत्र भरने से रोकने के लिए तरह-तरह की
तरकीबें आजमाईं।
गुजरात के तत्कालीन आवास मंत्री श्री मकरंदभाई देसाई को बंगलौर भेजा
गया। उनके साथ बंबई के जनसंघ कार्यकर्ता श्री अमर जरीवाला भी थे। उन्होंने
आडवाणीजी से संपर्क करने के प्रयत्न किए, किंतु वहाँ के गृहमंत्री ने श्री आडवाणी
से जेल में मिलने की अनुमति देने से स्पष्ट इनकार कर दिया। अत: न्यायालय के
