श्री वर्मा की गिरफ्तारी के बाद अब संघर्ष समिति के लिए नए मंत्री की
नियुक्ति के बारे में विचार-विमर्श शुरू हुआ। योग्यतम व्यक्ति को इस पद पर
नियुक्त करना आवश्यक था, अतः संघर्ष समिति के नेताओं ने श्री catia ठेंगड़ी
को यह कार्यभार सौंपा। हालाँकि यह व्यवस्था अस्थायी थी, क्योंकि संघर्ष के
प्रारंभ से ही श्री ठेंगड़ी भूमिगत रहते हुए आंदोलन के संचालन में अपना योगदान

अखिल भारतीय कार्यक्रम गुजरात में भरूच के पास स्थित शुक्ल तीर्थ में हो रहा
था। देश भर के प्रमुख सर्वोदयी कार्यकर्ता यहाँ एकत्र होकर तत्कालीन परिस्थितियों
में जे.पी., विनोबाजी इत्यादि की भूमिकाओं के बारे में सविस्तार चर्चा कर रहे थे।
श्री नारायण देसाई भी इस कार्यक्रम में उपस्थित थे। अत: लोक संघर्ष समिति के
दोनों नेता उनसे मिलने के लिए गुजरात पहुँचे। श्री ठेंगड़ी तथा श्री जोशी दोनों इस
सम्मेलन में एक दिन के लिए शामिल भी हुए। सम्मेलन में कई विषयों पर अधिकृत
जानकारी दोनों नेताओं को मिली। इसके अलावा इन नेताओं ने श्री नारायण देसाई
से संघर्ष समिति के मंत्री पद के कार्यभार के संदर्भ में भी बातचीत की। किंतु श्री
देसाई ने यह कार्य अधिक कठिन होने और इसके लिए भूमिगत होने की आवश्यकता
को लेकर इस बारे में अपनी असमर्थता व्यक्त की तथा “लोक संघर्ष समिति' के
मंत्री पद का कार्यभार किसी और अधिक योग्य व्यक्ति को सौंपने की सलाह दी।
श्री ठेंगड़ीजी से ही इस पद पर बने रहने के लिए उन्होंने भी आग्रह किया।
श्री नारायणभाई ने संघर्ष में सहायक हो सके, वैसे साहित्य के प्रकाशन के
लिए अपनी तत्परता व्यक्त की। उनके इस विचार के कारण ही गुजरात में हिंदी
भाषा के साप्ताहिक 'यकीन' का उन्हीं के संपादकत्व में बारदोली से प्रकाशन
आरंभ हुआ।
