२९-३० दिसंबर की सांसदों की इस बैठक के बाद ३१ तारीख को अहमदाबाद
में लोक संघर्ष समिति की अखिल भारतीय बैठक भी आयोजित होनी थी, इस बात
की बहुत कम लोगों को जानकारी थी। इस बैठक में संघर्ष समिति के करीब पैंतीस
नेता पहली बार एक साथ गुजरात की भूमि पर एकत्र होने थे। बैठक में सम्मिलित
होने के लिए आनेवाले लोक संघर्ष समिति के नेताओं में करीब आधे नेता ऐसे थे,
जिनके नाम वारंट निकले हुए थे। शेष नेता ऐसे थे, जिनके लिए वारंट तो नहीं
निकले थे, किंतु उनपर कड़ी निगरानी रखी जाती थी। सांसदों की बैठक के तुरंत
बाद ही इस बैठक के आयोजन का एक ही प्रयोजन था कि इस प्रकार से आसानी
से सरकार की आँखों में धूल झोंकी जा सकती थी। जिन पर निगरानी रखी जा रही
थी, उन नेताओं के गुजरात आगमन से सरकार को लगा कि वे सांसदों की बैठक
में शामिल होने के लिए ही गुजरात जा रहे हैं।
इस बैठक के प्रबंध में अत्यंत सावधानी बरतने की आवश्यकता थी।
जनसंघ के संगठन मंत्री श्री नाथालाल झघड़ा के सहयोग से हमने इस हेतु एक
योजना बना ली थी। तदनुसार २९-३० दिसंबर को आ पहुँचे सभी नेताओं को हमने
३० तारीख को रात होने तक विभिन्न कार्यकर्ताओं के घरों पर पहुँचा दिया था।
इसके अलावा, कुछ नेताओं को गांधीनगर तथा कुछ को अहमदाबाद जनसंघ के
कार्यालय में ठहराया गया। योजनानुसार दिन भर चलनेवाली इस बैठक में आने के
बाद शाम तक सभी को एक साथ रहना था। ३१ दिसंबर को सभी भूमिगत नेताओं
को तो आसानी से बैठक के स्थान तक पहुँचा दिया गया, किंतु जो नेता भूमिगत
नहीं थे, निगरानी में थे उन्हें बैठक स्थल तक ले जाने के लिए अत्यंत सावधानी
रखनी आवश्यक थी। श्री दिग्विजय नारायण सिंह जैसे लंबी-चौड़ी कद-काठीवाले
नेताओं को तो छिपाकर लाना भी कठिन था।
इसके अलावा संघर्ष समिति के एक भूमिगत नेता ने एक और सूचना हमें
दी थी, जिससे हमारे लिए परेशानी और बढ़ गई थी। यह सूचना भी हमारे लिए
अनपेक्षित तथा कुछ हद तक आश्चर्यकारक थी। सूचना यह थी कि 'इस बैठक में
शामिल होनेवाले कुछ व्यक्ति अत्यंत संदेहास्पद हैं । बहुत संभव है कि वे श्रीमती
गांधी को प्रसन्न करने के लिए सरकार को सूचना पहुँचाते रहते हों। अत: उनके
बैठक स्थल तक पहुँचने तक वे किसलिए और कहाँ जा रहे हैं, इस बारे में उन्हें
कुछ न बताया जाए।' यह सूचना मिलते ही हमें महसूस हुआ कि जरा सी चूक होने
