स्वयं कर सकें, वैसी व्यवस्था को स्थापित करने के लिए शांतिमय अहिंसक
सत्याग्रह के अलावा हमारे पास और कोई विकल्प नहीं है।
“जिन उद्देश्यों की प्राप्ति के लिए ६ मार्च के दिन लोक मोरचा संसद् भवन
गया था, उन्हीं उद्देश्यों की प्राप्ति हमारे इस सत्याग्रह का भी लक्ष्य है।
“इलाहाबाद हाई कोर्ट के निर्णय के बाद आपने जिस दुःस्थिति का निर्माण
किया है, उसके निवारण के लिए हम आपसे निवेदन करते हैं कि आप--
१. अदालत के निर्णय का सम्मान करें तथा लोकतांत्रिक रीति और परंपरा
के अनुसार अपने पद का त्याग करें।
२. आपातस्थिति समाप्त करें।
३. प्रजा के मूलभूत अधिकारों को लौटाएँ।
४. आपातस्थिति के नाम पर जिन राजनीतिक व्यक्तियों को गिरफ्तार किया
गया है या सजा दी गई है, उन सभी को मुक्त करें।
५. उचित कानूनी प्रक्रिया तथा अदालत के आदेश के बिना किसी संगठन
को प्रतिबंधित नहीं किया जाना चाहिए, इस सिद्धांत को स्वीकार करते
हुए 'राष्ट्रीय स्वयंसेवक संघ' जैसे प्रतिबंधित किए गए संगठनों के
विरुद्ध यदि कोई प्रमाण हैं तो उनकी जाँच के लिए न्यायिक जाँच
समिति नियुक्त करें।
६. २५ जून के बाद लागू किए गए वे सभी संविधान संशोधन एवं
कानून, जिनके द्वारा न्यायपालिका को नियंत्रित करने का प्रयत्न किया
गया है तथा “सभी के लिए समान =a’ के सिद्धांत को ताक पर
रखकर प्रधानमंत्री को अदालत के कार्यक्षेत्र से परे कर दिया गया है,
निरस्त करें।
७. प्रेस की स्वतंत्रता लौटाएँ।
“हम पुनः बताना चाहेंगे किःहमारा सत्याग्रह पूर्णदया शांतिमय व अहिंसक
होगा। उस दिन राष्ट्र भर में उपवास तथा प्रार्थना के साथ सत्याग्रह का प्रारंभ होगा।
हम आपसे भी अनुरोध करते हैं किःआप भी उस दिन अपना संपूर्ण समय प्रार्थना
तथा आत्मदर्शन में व्यतीत करें, ताकि हम जिस आशा और अभिलाषा से यह
सत्याग्रह कर रहे हैं उसका सम्यक् ज्ञान आपको हो सके | हमारी वह अभिलाषा
आप समझ सकें कि जिससे हजारों लोगों को झुकने के बजाय जूझने की प्रेरणा
मिलेगी तथा लोकतंत्र, समाजवाद व लोगों के विरुद्ध होनेवाले षड्यंत्र-भागी बनने
