अक्तूबर माह के अंत में कॉमनवेल्थ देशों के संसदीय प्रतिनिधियों का एक
विशाल सम्मेलन दिल्ली में आयोजित हुआ था। लोकतंत्र के नाम पर नित्य नए
अध्यादेश जारी कर अपने अस्तित्व को जबरन बनाए रखनेवाली तानाशाह केंद्र
सरकार द्वारा दुनिया के सामने अपनी छवि को धूमिल होने से बचाए रखने के लिए.
हर प्रकार की मिथ्याचारी लीलाएँ किए जाने की पूरी संभावना थी। सभी जानते थे
कि वह विपक्ष तथा जे.पी. को बदनाम करने में कोई कसर नहीं छोड़ेंगी और ऐसा
ही हुआ। श्रीमती गांधी की सरकार ने अपनी हर करतूत को सही ठहराने के लिए
इस कॉन्फ्रेंस को ही मंच बनाया। अपने आपको लोकतंत्र का सबसे बड़ा संरक्षक
साबित करने के लिए नाना प्रकार के दिखावे उन्होंने किए।
विपक्षी दल इस प्रकार की संभावनाओं के बारे में पहले से ही आगाह थे।
अत: सितंबर-अक्तूबर में अहमदाबाद में एकत्र हुए लोक संघर्ष समिति के नेताओं
ने भी सरकार की ओर से आनेवाली मिथ्या प्रचार की बाढ़ के सच को सामने लाकर
रोकने की योजना बनाई। इस योजना के अनुसार आपातस्थिति की राजनीतिक
समीक्षा, सरकार द्वारा चलाया गया दमन चक्र, लोकतंत्र के प्रति विपक्षी दलों का
दृष्टिकोण इत्यादि विषयों पर तथ्यात्मक जानकारी से युक्त छोटी-छोटी पुस्तिकाएँ
अंग्रेजी भाषा में छपवाकर SS सरकार द्वारा झूठ का सहारा लिये जाने की स्थिति
में विदेशी प्रतिनिधियों को वितरित करने का निर्णय लिया गया। इतनी बड़ी संख्या
में प्रतिबंधित विषय-वस्तुवाली पुस्तिकाओं को तैयार करना भी एक कठिन और
जोखिम का काम था। केंद्रीय लोक संघर्ष समिति की ओर से यह कार्य गुजरात के
संघ के कार्यकर्ताओं को सौंपा गया। इन पुस्तिकाओं को छपवाकर उन्हें दिल्ली तक
पहुँचाने की पूरी जिम्मेदारी हम पर थी।
इस प्रयोजन हेतु पाँच पुस्तिकाएँ तैयार की जानी थीं--
