संदेश भेजे गए थे।
आपातस्थिति और मूलभूत अधिकारों व स्वतंत्रता पर लादे गए नियंत्रणों के
संदर्भ में यह सम्मेलन विशेष महत्त्व रखता था। तीन दिनों तक चले इस सम्मेलन के
अंत में पारित एक प्रस्ताव में आपातस्थिति की घोषणा को अत्यंत दुःखद घटना
बताया गया। इस प्रस्ताव में शीघ्रातिशीघ्र लोकसभा के चुनाव करवाने की माँग भी
की गई थी।
गुजरात में इन सम्मेलनों से एक नए प्रकार का माहौल बना था। कॉलेज,
यूनिवर्सिटी, शिक्षण संस्थाएँ व न्यायालय ऐसे किसी-न-किसी कार्यक्रम में व्यस्त
रहते थे। “नव-निर्माण आंदोलन” के समय सक्रिय रहनेवाले अध्यापक मंडल या
अन्य मंडल चुप थे; किंतु युवा, प्राध्यापक, वकील इत्यादि बहुत सक्रिय थे।
१३ मार्च, १९७६ से गुजरात में आपातस्थिति के पूर्ण अमलीकरण के बाद भी यह
परंपरा बनी रही । 'विद्यागुर्जरी ' ने उन दिनों में भी डॉ. अशोक मेहता के सार्वजनिक
उद्बोधन का आयोजन किया था। दुर्गाताई भागवत ने सूरत यूनिवर्सिटी में प्राध्यापकों
को संबोधित किया था।
इस प्रकार सभा-सम्मेलनों के द्वारा जन-जागृति का कार्य निरंतर चलता
रहा।
