अहमदाबाद की “जनतांत्रिक नागरिक समिति' द्वारा नागरिक cardia के
विषय पर १२ अक्तूबर को अहमदाबाद में एक अखिल भारतीय परिषद् का
आयोजन किया गया। आपातस्थिति के संदर्भ में यह एक ऐतिहासिक परिषद् थी।
जाने-माने चिंतक व सुप्रसिद्ध विधिशास्त्री श्री चंद्रकांत दरु एवं श्री वसंत
गजेंद्र गडकर के विशेष प्रयत्नों से इस कार्यक्रम का आयोजन किया गया था।
इस परिषद् का उद्घाटन बंबई हाई कोर्ट के पूर्व न्यायाधीश श्री एम.सी.
छागला ने किया था तथा अध्यक्षता सुप्रीम कोर्ट के पूर्व मुख्य न्यायाधीश श्री
जे.सी. शाह ने। इस सम्मेलन को श्री वी.एम. तारकुंडे, श्री मीनू मसानी, श्री
एस.एम. जोशी तथा श्री मोहन धारिया जैसे न्यायतंत्र व राजनीति के समर्थ चिंतकों
का मार्गदर्शन प्राप्त हुआ था। देश भर से करीब चार सौ प्रतिनिधियों ने इस परिषद्
में हिस्सा लिया था।
श्री छागला ने अपने वक्तव्य में राष्ट्र पप आ पड़ी आपदा को लेकर दुःख
व्यक्त किया था तथा सरकार की तानाशाही पर कड़े शब्दों में प्रहार किया था। अपने
भाषण में उन्होंने कहा था, 'विपक्ष के किसी सदस्य द्वारा कोई षड्यंत्र नहीं किया
गया था; दरअसल Vea तो प्रधानमंत्री की ओर से ही किया गया है। मैं पुनः
कहना चाहूँगा कि विपक्षी नेताओं को जेल में बंद कर देने के लिए, अखबारों पर
सेंसरशिप लादने के लिए तथा जनता के मूलभूत अधिकारों को छीन लेने के लिए
प्रधानमंत्री ने ही यह षड्यंत्र किया है।'
सत्याग्रह का समर्थन करते हुए उन्होंने कहा था, ' सत्याग्रह कोई कानून-भंग
नहीं है। सत्याग्रह ' शब्द के निहितार्थ ही अहिंसा व सत्य हैं । विश्व के राजनीतिक
शब्दकोश में यह शब्द महात्माजी की देन है; परंतु इस शब्द की प्रासंगिकता के लिए
यदि गांधीजी के समय तक न जाया जाए तो भी अभी हाल ही में सुप्रीम कोर्ट ने
निर्णय दिया है कि सत्याग्रह पूर्णतः विधिसम्मत है।' संविधान का हवाला देकर
किए जानेवाले अलोकतांत्रिक व्यवहारों पर अपना रोष प्रकट करते हुए उन्होंने कहा
था, 'तानाशाही का सर्वाधिक विकृत् स्वरूप यदि कोई है तो वह है इस प्रकार की
