गुजरात की धरती से केंद्र की तानाशाही के खिलाफ आएदिन आवाजें बुलंद हो
रही थीं।
इस सम्मेलन में गुजरात में सफलतापूर्वक कार्यरत जनता मोरचा सरकार
तथा दिन-प्रतिदिन सशक्त हो रही मोरचा की सांस्थानिक इकाई को भारतीय
राजनीति के विकास-क्रम में एक युग-प्रवर्तक अभीष्ट सीमा-चिह्न के समान माना
गया। अधिनायकवादी कठोर व्यवहारों के कारण हताशा के कगार पर आ खड़ी
राष्ट्रीय राजनीति के लिए यह सम्मेलन नया उल्लास, नई आशा व नई दिशा प्रदान
करनेवाला सिद्ध हुआ।
जनता मोरचा के इस सम्मेलन में लोकतंत्र-विरोधी शक्तियों के खिलाफ
पूरी ताकत से लड़ लेने के लिए प्रण किया गया। सम्मेलन में विभिन्न प्रस्ताव पारित
कर लोकतंत्र के पुन:स्थापन हेतु आपातस्थिति को समाप्त करने, नेताओं को मुक्त
करने, विभिन्न संस्थाओं पर से प्रतिबंध हटाने और प्री-सेंसरशिप के कानून को
Vee करने की माँग की गई थी। एक अन्य प्रस्ताव के द्वारा गुजरात के अनुभवों के
आधार पर राष्ट्र-हित के लिए राष्ट्रीय स्तर पर जनता मोरचा गठित करने का अनुरोध
भी किया गया था।
सम्मेलन के दौरान खुलेआम वितरित की गई “सत्याग्रह समाचार' नामक
भूगर्भ पत्रिका ने लोगों को विशेष रूप से आकर्षित किया था। इसका एक कारण
था पत्रिका वितरित करनेवालों की निर्भीकता तथा दूसरा कारण यह था कि १४
नवंबर से शुरू हुए देशव्यापी सत्याग्रह से संबद्ध हर प्रांत के समाचार उस पत्रिका
में प्रकाशित किए गए थे। ब्लैक-आउट जैसी स्थिति में भी केवल चौबीस घंटों में
ही लोगों तक इस प्रकार से समाचारों को पहुँचाने की यह भूमिगत व्यवस्था लोगों
के लिए अचंभे का कारण थी।
गुजरात में आपातस्थिति का विरोध दिनोदिन dita होता जा रहा था। कई
छोटे-बड़े सम्मेलनों, सभाओं एवं रैलियों द्वारा इस विरोध का प्रदर्शन होता रहता
था, जिसकी वजह से मोरचा सरकार के विरोधियों की दिल्ली-दौड़ भी बढ़ती जा
रही थी। इस प्रकार गुजरात केंद्र के लिए परेशानी का कारण बन गया था। अत:
केंद्र सरकार गुजरात का गला घोंटने के लिए घात लगाए बैठी थी; किंतु गुजरात को
किसी बात की परवाह न थी। गुजरात का मिजाज बयाँ करने के लिए ही शायद
किसी शायर ने कहा होगा--
“कहो न खुदा से लंगर उठा दे,
हम तूफाँ की जिद देखना चाहते हैं।'
