संघ पर प्रतिबंध लगे अरसा हो चुका था। संघ का संगठन कार्य भी भिन्न-

एक प्रतिबंधित संस्था थी, इन कक्षाओं का आयोजन सतर्कतापूर्वक किया जाता था।
गुजरात में बीस स्थानों पर इन कक्षाओं का आयोजन किया गया। कार्यकर्ताओं
को मार्गदर्शन देने हेतु क्षेत्र प्रचारक श्री वकील साहब भी गुजरात आए उन्हें
महाराष्ट्र एवं मध्य प्रदेश सरकार के 'मीसा वारंट ' सूँघते फिर रहे थे। अत: उन्होंने
अपना कुरता-धोती का नियमित परिधान छोड़कर पैंट-शर्ट का प्रचलित पहनावा
अपना लिया था। संघर्ष के दौरान उन्हें ' भाई' छद्म नाम से जाना जाता था।
इन करीब बीस एकदिवसीय शिविरों में गुजरात के लगभग पाँच सौ चुनिंदा
कार्यकर्ताओं ने हिस्सा लिया। नई परिस्थिति में चुनौती का सामना करने के लिए
संघ महत्तम कितना योगदान दे सकता है? कार्यकर्ताओं की भूमिका कैसी होनी
चाहिए? आपातस्थिति से क्रुद्ध राजनीतिक दल, सामाजिक संस्थाओं, प्रतिभावान्
व्यक्तियों इत्यादि से संपर्क करना, आपातस्थिति को लेकर असंतुष्ट कांग्रेस के ही
नेताओं को खोज उनसे संपर्क स्थापित करना, प्रचार माध्यमों का समुचित उपयोग,
गुजरात के कोने-कोने से लेकर देश के किसी भी हिस्से में चल रही गतिविधियों
से सभी अवगत हो सकें--इस हेतु और सुदृढ़ भूमिगत संपर्क तंत्र कैसा हो इत्यादि
अनेक मुद्दों पर इन शिविरों में चिंतन किया गया। इन शिविरों में श्री वकील
