खिल्ली उड़ाने में कोई कमी नहीं छोड़ी । नतीजा यह हुआ कि 'मोरारजी जेल में,
बाबूभाई महल में' के सूत्रोच्चार करनेवाली जनता को अपने नेता की निडरता के
प्रत्यक्ष दर्शन हुए और संघर्ष के समय में भी निर्भीक नेतृत्व देने की उनकी क्षमता
देखकर जनता स्वयं चैतन्यमयी हो उठी।
इस विशाल जनसभा में श्री बाबूभाई ने उपस्थित जन-समूह को संकल्प
लेने हेतु आह्वान करते हुए अपने प्रवचन के दौरान ही एक लिखित संकल्प-पत्र का
'पठन किया और जन-समूह को खड़ा कर सभी से उस पत्र का पुनरोच्चार करवाया।
संकल्प-पत्र में स्पष्ट घोषणा की गई थी कि--
‘ors की इस जनता रैली में हिस्सा ले रहे हम, भारतीय लोकतांत्रिक
गणतंत्र के नागरिक, भारत के महामहिम राष्ट्रपतिजी से साग्रह माँग करते हैं कि देश
से आपातकाल की स्थिति को तुरंत समाप्त किया जाए, हमारे मूलभूत अधिकार
लौटाए जाएँ और देश में लोकतंत्र की पुनःस्थापना की जाए। इस माँग के स्वीकार
हेतु शांत, संवैधानिक एवं लोकतांत्रिक तरीकों से हर तरह का पुरुषार्थ करने का हम
संकल्प करते हैं।'
इस दिन अहमदाबाद की तरह ही गुजरात के हर जिला मुख्यालय पर मोरचा
सरकार के एक-एक मंत्री एवं लोक संघर्ष समिति के हर एक कार्यकर्ता ने विशाल
सभाओं को संबोधित किया। खेड़ा में श्री शंकरभाई वाघेला एवं श्री हरीश पटेल;
महेसाणा में श्री मोतीभाई चौधरी, श्री जयंतीभाई बारोट एवं श्री चंदुभाई रावल;
जूनागढ़ में श्रीमती हेमा बहन आचार्य; भावनगर में श्री चंद्रकांतभाई दरु एवं श्री
लल्लूभाई शेठ; भरूच में श्री मकरंदभाई देसाई एवं श्री कनुभाई शाह; सूरत में श्री
पोपटलाल व्यास; साबरकाँठा में श्री हरिसिंह चावड़ा एवं श्री दत्ताजी चिरंदास;
पंचमहाल में श्री माणिकलाल गांधी एवं श्री आर.के. अमीन; कच्छ में श्री मोहनसिंह
राठवा श्री लेखराज बचाणी तथा श्री शंकरसिंह वाघेला; राजकोट में श्री केशृभाई
पटेल, श्री अरविंदभाई मणियार एवं श्री चिमनभाई शुक्ल; वलसाड़ में डॉ. केशवभाई
पटेल तथा सुरेंद्र नगर में श्री नवलभाई शाह इत्यादि ने इन सभाओं को संबोधित
किया था। इन सभाओं में गुजरात के करीब पाँच लाख नागरिकों ने संघर्ष के
संकल्प-पत्र का उद्घोष किया था और बलिदान हेतु प्रतिज्ञाएँ भी लीं।
इन कार्यक्रमों की सफलता के लिए वयोवृद्ध गांधीवादी नेता आचार्य श्री
कृपलानी ने भी अथक प्रयत्न किए थे। उन्होंने २५ जलाई को अहमदाबाद में
गुजरात विश्वविद्यालय के परिसर में विद्यार्थियों कौ एक रैली को संबोधित कर
विद्यार्थियों को हड़ताल व जनता रैली को सफल बनाने हेतु जी-जान लगा देने के
