हुई। सन् १९७३ के दिसंबर माह के अंत में मोरबी के इंजीनियरिंग हॉस्टल में
'फूडबिल से संबंधित समस्याओं ने विद्यार्थियों को आंदोलन करने के लिए मजबूर

के एल.डी. इंजीनियरिंग कॉलेज के हॉस्टल तक भी पहुँच गया । तत्कालीन शिक्षामंत्री
श्रीमती आयशा बेगम शेख भी निष्क्रिय सरकार की ही प्रतिकृति थीं। उन्हें तो इस
आंदोलन में जनसंघ का 'हाथ' नजर आया।
विद्यार्थी वर्ग अब पूरी तरह से भ्रष्टाचार के खिलाफ मैदान में आ चुका था।
भ्रष्टाचार के कारणों को हटाने की माँगें जैसे-जैसे बढ़ने लगीं वैसे-वैसे उन्हें
नियंत्रित करने के लिए सरकारी जोर-जुल्म बढ़ते गए। जब यह प्रतीत हुआ कि
भ्रष्टाचार का मूल कांग्रेस और उसके नेता हैं तो उन्हें दूर करने का विद्यार्थियों ने
संकल्प किया। न केवल गुजरात अपितु संपूर्ण देश के राजनीतिक क्षितिज पर
“गुजरात का विद्यार्थी” चमक उठा।
अनेक अनुपूरक कारणों एवं असंतोष के कारण विनिर्माण आंदोलन क्रमश:
प्रभावशाली बनता चला गया | विभिन्न कारणों से समाज के हर वर्ग का सहयोग इस
आंदोलन को मिलता गया। कांग्रेस की आंतरिक कलह ने भी इस आंदोलन के
प्रसार में पूरा योगदान दिया। अब यह केवल विद्यार्थी समुदाय का ही नहीं, बल्कि
गुजरात की समग्र प्रजा का आंदोलन बन चुका था। सरकार के जुल्मों का जनता ने
भी डटकर सामना करना शुरू कर दिया।
स्वतंत्रता-प्राप्ति के पच्चीस सालों के बाद एक बार फिर इतना प्रबल
जनाक्रोश भड़क रहा था, किंतु इस बार यह आक्रोश मदहोश कांग्रेस सरकार के
खिलाफ था। प्रजाशक्ति की अवहेलना करनेवाले नेताओं को जनता ने अब पाठ
पढ़ाना शुरू कर दिया था। अत: कुछ एक कांग्रेसी नेता, जो तनिक दीर्घ्॑रष्टा थे, इस
आंदोलन से चिंतित होने लगे।
आंदोलन का एक दुर्भाग्य यह भी था कि इसे उचित मार्गदर्शन देनेवाला
कोई नेता या संगठन अब तक नहीं मिल पाया था। परिणामस्वरूप यह लड़ाई
अनेक मोरखचों में de गई। सरकारी दमन से परेशान होकर जनता की ओर से भी
प्रतिहिंसा की वारदातें होने लगीं। जवाब में सरकार ने भी अपनी जिम्मेदारियाँ
नजरअंदाज करते हुए एक कदम आगे बढ़कर पूर्णरूप से हिंसक स्वरूप अपना
लिया। गुजरात के युवाओं को pegs रौंद डालने के प्रयत्न करने में सरकार
को कोई हिचकिचाहट नहीं हुई।
