एक ओर जहाँ आसमान को छूती महँगाई और आवश्यक चीजों के अभाव
की स्थिति थी, वहीं दूसरी ओर जनता के पैसों पर मौज उड़ाते नेता अब लोगों की
आँखों में खटकने लगे | वैसे भी यह सब अधिक दिनों तक सहन करना गुजरात की
जनता की आदत में नहीं था। अत: इस दुःखदायी स्थिति के विरोध में जनता के
आक्रोश का भड़क उठना कोई आश्चर्यजनक बात नहीं थी।
इस प्रकार जनता की घोर परेशानियों से आँखें मूँदे वे अपनी राजनीतिक
उठा-पटक में ही मगन थे। आंतरिक गुटबंदी के कारण एक सौ उनतालीस की
सदस्यतावाली 'गुजरात विधानसभा कांग्रेस” को अपना नेता बाहर से लाना पड़ा।
घनश्यामभाई ओझा के नेतृत्व को लेकर कांग्रेस के भीतर असंतोष और भड़का।
सरकारी तंत्र पर घनश्यामभाई की सरकार का कोई नियंत्रण नहीं था। अपने साथियों
