स्वाभाविक था। परंतु चिंतित होनेवाला वर्ग बहुसंख्यक होने के बावजूद लक्ष्यहीन,
असंगठित एवं अपने आप में ही उलझा होने के कारण निस्सहाय अवस्था में सारे
दुराचारों को सहकर भी मूकदर्शक बना रहा।
