नवनिर्माण आंदोलन के बाद श्री जे.पी. के गुजरात दौरे का आयोजन किया
गया था। अहमदाबाद, वडोदरा, सूरत तथा भावनगर का उनका यह दौरा विशेष रूप
से महत्त्वपूर्ण था। इसके अलावा, अब तक की घटनाओं ने श्री जे.पी. पर हमले की
संभावनाओं को बढ़ा दिया था। जे.पी. के दौरे से पहले दौरे से संबंधित व्यवस्थाओं

हुआ। संघ के एक कार्यकर्ता पूरे दौरे में श्री जेपी. के साथ ही रहे। संघ के
कार्यकर्ताओं की निष्ठा तथा उनके कर्मठ व्यवहार का प्रभाव जे.पी. के मन पर
पड़ना स्वाभाविक ही था।
भूमिगत अवस्था में रहकर संघर्ष में लगे समाजवादी पक्ष के कार्यकर्ताओं
को आमतौर पर संघ के कार्यकर्ताओं के घरों पर ही रहना होता था। इस सहवास के
