गुजरात की चेतना को अखंड प्रज्वलित बनाए रखनेवाली संस्था 'साधना' पर भारी

कर लिया गया था।
सरकार तोड़ने में माहिर कांग्रेसी गुजरात को वैकल्पिक सरकार नहीं दे पाए
थे। अत: गुजरात के लोक हितों का खयाल कर मोरचा ने एक अप्रत्यक्ष मंत्रिमंडल
का गठन किया। यह मंत्रिमंडल समय-समय पर एकत्र होकर गुजरात की समस्याओं
के बारे में विचार-विमर्श करता और महामहिम राज्यपाल को उन समस्याओं के
बारे में उचित काररवाई हेतु अपने अभिप्राय भेजा करता था।
मोरचा सरकार के समय किए गए निर्णयानुसार गुजरात में सौ जन-सभाओं
के आयोजन का लक्ष्य यूरा करने के उद्देश्य से श्री बाबूभाई जन-सभाओं का
आयोजन कर गुजरात की जनता को संबोधित करते रहते थे। वें पूरी तरह से निडरता
के संदेशवाहक बन चुके थे। अत: कांग्रेसी अब उनकी गिरफ्तारी की माँग को
लेकर शोर मचाने लगे थे।
९ अगस्त के दिन अहमदाबाद में शहीद बीर विनोद किनारीवाला के स्मारक
पर क्रांति दिवस मनाया जाना था, तभी सरकार ने इस आयोजन पर प्रतिबंध घोषित
कर श्री बाबूभाई और उनके साथ के इक्यावन कार्यकर्ताओं को गिरफ्तार कर लिया।
इनमें से छियालीस कार्यकर्ताओं को डी.आई.आर. के तहत तथा बाबूभाई और शेष
चार कार्यकर्ताओं को मीसा के तहत जेल में बंद कर दिया गया। लगातार हो रही
गिरफ्तारियों के कारण गुजरात की जेलें भी भर चुकी थीं। साबरमती जेल में तो
इतने कैदी हो गए थे कि उनको रखने के लिए तंबू तानने पड़े थे। कई राजनीतिक
कैदियों को भी तंबू में रहना पड़ा था।
*साधना' के बंद हो जाने के कारण संघर्ष के समाचार लोगों तक पहुँचाने
के लिए गुजरात में अब नियमित रूप से प्रकाशित होनेवाली एक भूमिगत पत्रिका
की आवश्यकता महसूस हुई। अतः तुरंत ही “मुक्तवाणी' नामक भूमिगत पत्रिका
