अधिकांश प्रमुख कार्यकर्ता किसी-न-किसी राजनीतिक दल से जुड़े थे और वे
चुनावों के काम में लगे थे, अत: सत्याग्रह का यह सारा प्रबंध संघ के स्वयंसेवकों
तथा प्रचारकों ने अपने जिम्मे ले लिया।
सत्याग्रह के लिए एक समान देशव्यापी व्यवस्था सोची गई थी। तदनुसार
प्रत्येक जिले के सत्याग्रहियों को अपने-अपने जिला मुख्यालय पर सत्याग्रह करना
था। इस सत्याग्रह के लिए छोटे-छोटे गाँवों से सत्याग्रहियों को तैयार कर जिला
मुख्यालय तक लाना, वहाँ पर उनके भोजन-आवास की व्यवस्था करना, सत्याग्रहियों
के जुलूस का मार्ग तय करना, पुलिस को नियमानुसार सूचित करना इत्यादि कई
अन्य संबद्ध कार्य संघ के इन अप्रत्यक्ष सत्याग्रहियों की सहायता से ही हो सके थे।
गुजरात में मोरचा सरकार के रहते ये सारी व्यवस्थाएँ अन्य राज्यों की तुलना
में अधिक आसानी से की जा सकीं; जबकि अन्य राज्यों में सत्याग्रह से संबंधित हर
जानकारी को अंतिम क्षण तक गुप्त रखना पड़ता था। यदि किसी तरह से यह
जानकारी समय से पहले ही पुलिस को मिल जाए और सत्याग्रह से पहले ही
सत्याग्रहियों के दल को पकड़ लिया जाए तो उस स्थिति में सत्याग्रह के लिए एक
दूसरा दल भी तैयार रखना पड़ता था। हालाँकि इन प्रतिकूलताओं से निपटने में भी
