घरों पर और वहाँ से बैठक स्थान पर पहुँचना था। भूमिगत कार्यकर्ताओं को ऐसे
किसी दिखावे की प्रक्रिया से गुजरने की आवश्यकता न होने से उन्हें बैठक के
स्थान पर लाना अपेक्षाकृत अधिक सरल था। कार्यकर्ताओं को बैठक के लिए लाने
का कार्य बिना किसी रुकावट के संपन्न हुआ।
इतनी सावधानी के बावजूद एक स्थान पर तीन घंटे से अधिक समय के
लिए बैठक नहीं की जाती थी । बैठक का प्रातःकालीन सत्र एक स्थान पर होता था,
तत्पश्चात् भोजनावकाश के समय सभी अपने-अपने निवास-स्थान पर जाते और
उसके बाद बैठक का दूसरा सत्र किसी अन्य स्थान पर होता था। इस प्रकार बैठक
का प्रत्येक सत्र अलग-अलग स्थानों पर करने की व्यवस्था की गई थी।
उन दिनों केंद्र सरकार दृढ़तापूर्वक यह मानती थी कि सारे भूमिगत नेता
गुजरात में ही रहते हैं। परिणामस्वरूप गुजरात के सभी प्रवेश मार्गों पर कड़ी
निगरानी रहती थी। इसके ,अलावा 'अखिल हिंद नागरिक स्वातंत्र्य परिषद् में
शामिल होने के लिए अन्य राज्यों से आए सदस्यों के बारे में सूचना एकत्र करने के
लिए हर राज्य से भेजे गए इंटेलिजेंस विभाग के लोग एवं केंद्रीय गुप्तचर सेवा के
अधिकारी बड़ी संख्या में अहमदाबाद में पड़ाव डाले हुए थे। सरकार की इतनी
पहरेदारी के बावजूद अहमदाबाद में, जिसमें तीस से भी अधिक राष्ट्रीय स्तर के
नेता शामिल हुए हों वैसी, जनसंघ की कार्यकारिणी की भूमिगत बैठक सफलतापूर्वक
संपन्न हुई।
इस बैठक में दिवंगत नेता श्री कामराज एवं आपातकाल के कुठाराघातों को
सहते हुए जेल में ही शहीद हो जानेवाले कार्यकर्ताओं को श्रद्धांजलि देने हेतु एक
