३० जून को राष्ट्रीय स्वयंसेवक संघ के सरसंघचालक श्री बालासाहब
देवरस की गिरफ्तारी से संघ पर प्रतिबंध लगना लगभग तय हो चुका था।
आनेवाली परिस्थितियों से निपटने की रणनीति तय करने के लिए गुजरात
राज्य के करीब पचास प्रमुख कार्यकर्ताओं की एक बैठक अहमदाबाद में हुई। इस
बैठक में विशेष रूप से उपस्थित रहने के लिए संघ के क्षेत्र प्रचारक श्री लक्ष्मण
रावजी इनामदार हवाई जहाज से नागपुर से अहमदाबाद आ गए। दिल्ली से आए
भूमिगत नेता श्री रामभाऊ गोडबोले भी इस बैठक में उपस्थित थे।
अनेक विषयों पर विचार-विमर्श हुआ। संघ पर प्रतिबंध लगने की स्थिति
में गुजरात में भी खुलेआम काम करना संभव नहीं हो पाएगा। अत: इस स्थिति में
गुजरात में भी भूमिगत रहते हुए या गिरफ्तारी से बचते हुए बाहर रहकर प्रमुख
कार्यकर्ता कार्य करेंगे, यह निर्णय लिया गया।
भूमिगत अवस्था के दौरान प्रवास एवं मुलाकातों के स्थान, पत्राचार के पते
व दूरभाष के उपयोग के स्थान अत्यंत सावधानी के साथ चुनने होते हैं। संघ के
विशाल संगठन के कारण ये व्यवस्थाएँ अत्यंत सरलतापूर्वक उपलब्ध हो सकी थीं।
जिला स्तरीय प्रमुख कार्यकर्ताओं के छद्म नाम एवं अन्य सारी व्यवस्थाएँ भी उसी
दिन पूरी कर ली गई थीं।
नागपुर से आए वकील साहब लक्ष्मण रावजी इनामदार ने महाराष्ट्र एवं
नागपुर के समाचार दिए। बदली हुई स्थितियों में गुजगात का केवल अपने बारे में
सोचना उचित नहीं था। उसे देश के अन्य राज्यों के लिए किस प्रकार से अधिकाधिक
उपयोगी किया जाए, इस बारे में भी सोचना था।
