उन दिनों गुजरात सरकार पर खतरा AST रहा था। सरकार का तनिक भी
सिर उठाना उसके लिए आपत्तियों को न्योता देने के बराबर था। ऐसी विकट स्थिति
में भी सरकार ने प्रतिकार शुरू करने का निश्चय किया। गुजरात सरकार ने 'मीसा'
एवं जनसभाओं पर प्रतिबंध के केंद्र सरकार के आदेश का पालन करने से इनकार
कर दिया। प्रतिकार के पहले प्रयत्न के रूप में ३० जून को गुजरात जनता मोरचा
विधानसभा पक्ष ने आपातकाल के विरोध में एक प्रस्ताव पारित किया। इस प्रस्ताव
में शांतिपूर्ण तरीकों से प्रतिकार कर रही जनता का अभिवादन किया गया और
लोकतंत्र की पुनःस्थापना के उद्देश्य से चल रही शांत एवं अहिंसक लड़ाई को
अपने सक्रिय सहयोग की घोषणा की गई।
मोरचा सरकार के रहते वैसे तो आपातकाल के क्रूर प्रभावों से गुजरात के
नागरिक बचे हुए थे। उनके नागरिक अधिकार भी अब तक सुरक्षित थे। किंतु
रेडियो एवं टी.वी. पर दिन-रात चलनेवाला अपप्रचार सभी को खटकता था। इस
अपप्रचार का विरोध करने के लिए “लोक संघर्ष समिति' के कार्यकर्ताओं द्वारा
आकाशवाणी के अहमदाबाद, वडोदरा, राजकोट एवं भुज केंद्रों के बाहर धरने दिए.
गए। इस कार्यक्रम में सैकड़ों युवाओं ने हिस्सा लिया। अहमदाबाद के आकाशवाणी
केंद्र के सामने प्रतीकात्मक 'जनवाणी' पर से विशेष समाचार बुलेटिन पढ़ने के
कार्यक्रम का भी आयोजन किया गया।
शहीदों की स्मृति में"**
देश पर आन पड़े इस अप्राकृतिक संकट और गुजरात के नवनिर्माण आंदोलन
के शहीदों की शहादत के बीच एक रिश्ता था। जिन बुराइयों एवं अनाचारों का
प्रतिकार करते हुए इन शहीदों ने कुरबानियाँ दी थीं, उन्हीं कारणों की ऐबपोशी के
लिए आपातकाल का यह संकट खड़ा किया गया aM | ' गुजरात लोक संघर्ष समिति!
ने इसी से संबद्ध एक भावनात्मक कार्यक्रम का आह्वान किया। तय किया गया कि
गुजरात की जनता नवनिर्माण के शहीदों के स्मारकों पर जाकर लोकतंत्र की पुनः
स्थापना हेतु आपातकाल का प्रतिकार करने की प्रतिज्ञा लेगी।
गुजरात भर के गाँवों-शहरों में बने सौ से भी अधिक शहीद-स्मारकों पर
जाकर गुजरात के हजारों नागरिकों ने शहीदों की शहादत को व्यर्थ न जाने देने की
शपथ ली--' इस महान् राष्ट्र की स्वतंत्रता व अखंडता तथा प्रजा के मूलभूत गणतांत्रिक
अधिकारों ' की रक्षा हेतु आवश्यक तमाम बलिदान देने का प्रण भी किया गया।
